2.Contract DescriptionThe Kafr El Sheikh Water Supply and Sanitation Company (KSWSSC) (hereinafter called “the Contracting Authority”) have received financing from the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD) (hereinafter called “the Banks”) and the European Union toward the cost of the Kafr El Sheikh Wastewater Expansion Program, and intends to apply part of the proceeds for consulting services.The consulting services (hereinafter called “the Services”) shall include the provision of integrated construction supervision and contract administration services to the Contracting Authority so that it fulfills its obligations emanating from each one of the fifteen (15) sewer networks and related pump stations contracts, as well as the Motobas WWTP Expansion contract in the top priority clusters M.03.2 and D.03.5 in Motobas and Desouq districts, and the respective Loan Agreement with the Banks.More specifically, the Construction Supervision Consultant (hereinafter called “the CSC”) should act as “the Engineer” according to the definition provided by the International Federation of Consulting Engineers (FIDIC). The CSC should perform the respective functions, duties, and responsibilities that relate to the supervision of construction for the above mentioned sewerage infrastructure contracts, and comprise the continuous monitoring and control of contractors’ works to ensure compliance with set technical and environmental standards, quality assurance, control of workmanship and progress, as well as the necessary inspection and testing of works, plant, and materials. Furthermore, the CSC should carry out all activities relating to contract administration for the subject contracts and should provide support to the Contracting Authority regarding the implementation of procedures emanating from the Loan Agreement with the Banks.The Contracting Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the specified Services.The Services are open to all qualified international or local consultants or groups of consultants who are experienced in similar works and under similar conditions and constraints. Experience in working on International Donor and/or Lending Agencies (IFIs) funded projects in the MENA region, is essential. Efficient management and backstopping staff capacity should be available to support the CSC team.Interested Consultants should provide all required information, as specified in the detailed Request for Expression of Interest (refer to § 6 hereunder), to demonstrate that they have the required qualifications and relevant experience to perform the Services.

3.Provisional TimetableThe duration of the Services is directly linked to the duration of construction and commissioning of the fifteen (15) sewer networks and associated pump stations contracts, as well as the Motobas WWTP Expansion contract in the top priority clusters D.03.5 and M.03.2, including the initial 2-year Operation and Maintenance period for the Motobas WWTP Expansion facility. Therefore, the duration of the Services is estimated at 44 months with provisional commencement date at the end of May 2018.The provisional date for Invitation to Tender is set at the end December 2017.

4.Selection Criteria for ShortlistingThe following selection criteria will be applied to interested Consultants. In the case of applications submitted by consortiums, these selection criteria will be applied to the consortium as a whole, unless otherwise specified in the detailed Request for Expression of Interest (refer to § 6 hereunder).3.1. 5.Deadline for Submission of Applications for Expression of InterestThe deadline for submission of Applications for Expression of Interest is set at:No later than 12:00 a.m. Cairo local time on November 30, 2017.Any application received by the Contracting Authority after this deadline will not be considered.After the submission deadline and until the approval of the shortlist relating to the pre-qualified Consultants, no correspondence of any type shall be entertained, unless called for by the Contracting Authority.

6.Submission DetailsApplications for Expression of Interest must be submitted in English and in written form, exclusively to the Contracting Authority, in a sealed envelope comprising one (1) original and two (2) copies:— EITHER by recorded delivery (official postal service).
